*********Space Battles*********
The RIP initiated a tour of duty this week. Using only three little ships they caused havoc in the Darkfold periphery by nothing more than following a shipping route and attacking the vessels that were on it. Two ships were easily boarded despite taking only superficial damage.
The HVE after long weeks of preparation launched their first assault although the IMP proved more than a match. The next battle might not go so well for the IMP if this was just a test.

Message from the Confederacy to all Affiliations
Unless your affiliation has homebase status, then under Confederate law all colonies MUST be registered with the Confederacy. Failure to have a colony license will result in your colony being posted and attacked. Licenses can be obtained from the Prelate: further details in the following IGN.

In order to keep the dates straight, week 52 will run until the 1st of January.

Then Titan system experienced a short visit by a single RIP ship, but this still proved enough to capture an infiltrator after only a single round of combat. It is thought that a lucky hit to the life supports disabled the ship.
Deep in Darkfold periphery an Imperial long range cruiser made a daring assault on a Brotherhood posted vessel, unfortunately the Brotherhood ship shot back and despite only a twisted shield, the IMP Fal Dara fled.

Pressure on the RIP is still being applied by the Confederacy with yet another concerted effort to clear out the vermin from the Darkfold periphery. This week the combined forces of the Brotherhood and the Detinus Republic were led into an orbital bombardment of a RIP colony smashing all resistance possibly making way for the final ground assault. The task force suffered no casualties despite three rounds of determined counter fire.

This week launches the new ship order, Locate Ship as published in week 48. This can only be conducted in a colony. This budget action has a chance of discovering the current location of any ship in the game and costs 10TU's and 1000 stellars. The longer the ship has been inactive the more chance of being detected. Jammers in the target's command section reduce the chance of being located. Falconians to join the universe pending sufficient interest.
The rumours are partially correct so don't believe everything you hear down the starport. This player controlled affiliation is destined to become a real part of the game early in the new year all things taken into account. They are an alien colony based affiliation with a number of peculiar abilities (effectively stopping the furry human syndrome) that will add tension and suspicion to the game. Just to confirm a couple of rumours, they are host to the inconvenient alien plague (so be careful when dealing with them) and they have small ships.

As the RIP had fled the retaliation attempt by the combined forces of the Confederacy, the response fleet broke up and went there separate ways. One small survey cruiser was determined to find trouble though and risked a peek at the RIP colony (ex. DEN) elsewhere in the system. Needless to say it was the last thing it did. Two weeks and two CNF ships are lost to the RIP.

Declaring that it was RIP aligned caused the swift and decisive destruction of the scourge this week. Nice one Jax, goes to show old man Simms (Imperial Viveroy), still has teeth.
The first battleship fell to the RIP. Eyewitness reports have it that the captain valiantly tried to hide around the dark side of a planet but to no avail, with no support and heavily outnumbered it could not withstand the repeated ion assault. As the pessimists said, it was only time.

The first wave of the assault against the HVE was repelled resulting in the loss of all hands (making a tasty broth).

Ship Debts - The discussion continues
Some affiliations want tighter control over their special affiliation ships and quite rightly so. KJC has little problem with this as long as the prospective member is fully aware that they may spend a year or two working for the affiliation only to have their ship removed from them when they want to leave as debt payment is refused. As I am still writing the affiliation booklet (which has all sorts of questions and answers and some of the more recent rules updates that missed the current rule book), I will include the standard policy of the affiliation as well as the debts.
Following on from this, can all the recruiting officers and/or PD's send a recruitment letter to be included in the booklet. This should be not more than a page and should give an overall outlook of the affiliation as well as the main policies.
Locating ships - Yep another order (maybe).
SHIP ORDER USED WHILE LANDED IN STARPORTS. Locate position X (where X is the position number)
Cost 10TU's and 1000 stellars, NOT a special action.
Due to the nature of the order time must be given for players to receive a copy of this and act appropriately. Therefore the order will be allowed from the beginning of week 50 pending new information (just in time for that wonderful Christmas surprise).
How the order works:-
As instantaneous communication occurs via subspace, it is likely that a ship will be in contact with the rest of the affiliation and possibly others. Hence there is the chance that the location of the ship will be known to a few undesirables. These are willing to sell the information to others captains at a price.
The chance of locating a ship increases as the number of weeks it has been inactive increases, but jammers in it's command section reduce the chance by damping stray transmissions.
Regularly run ships stand little chance of being located, but leaving your ship in the middle of nowhere for weeks at a time is just asking for a good kicking.
The order should add that little element of fear into the game as the pirates may be watching you. Bounty hunting (going after those ships on the posted list) is a must for psychotics but the order could be used for intelligence gathering by keeping an eye on a war fleet (if you can't detect any of the ships, you know it has moved).

Following an assault on the BHD colony a few weeks ago, the RIP once again attacked, this time with the rest of the colony that presumably formed the ground party. The result this time though were even more spectacular, with over 200,000 mu's of damage being dealt to the colony removing all traces that it ever existed. Not even the proverbial doll with a half melted head remained (which will annoy the BHD as now they have no one to question and torture).

Ship Debts
This grey area of the game needs some clarification. I have been thinking for some time on this and have looked at ways of solving the problem which is, who owns a ship and how much freedom is there for control and abuse.
this obviously cannot include aliens as players leaving an affiliation cannot take their ships with them. I propose the following scheme:- If a ship has a debt it is company owned. If it has no debt it is player owned and they can do with it what ever they like!!! If a ship is company owned it may not ever leave the affiliation and the PD may remove the ship from the player at any time as long as there is justification (if you used the company car to sell products for a rival company, they would not be impressed). If a PD removes a ship debt then during maintenance the ship will be reclassified as player controlled. If a company ship attempts to mutiny to another affiliation, then the captain is stripped of all rank, the ship is labelled as pirated and all ships owned by the offending
player plus any future ships may be posted by the original affiliation (this keeps it as an in game affair).
The stumbling block is the paying off of ship debts... current rules state that it is up to the PD to lower the debt in order to allow the ship to leave. This means that some PD's set a value of 100 stellars debt and refuse to accept payment thereby ensuring the ship will never leave the affiliation. This seems a little unfair on a player who has worked hard for the affiliation but now want's a change. Players tend to drop out rather than lose everything to start from scratch. I would prefer a debt to be only increased once per upgrade (3 million maximum). It is up to the PD to set a value that is believed to be worth the value of the ship and to be pre fixed, e.g. class 6 around 6 million or
something. Payment of ship debts may not be refused, thereby allowing players to eventually work off their debt. I have already set the program to register all ships with debts as company owned, also the PD ship debt order not allowing debt increases on player controlled ships to be activated, so PD's please make sure that all your affiliation's ships have debt on them just to be safe.
I leave this can of worms to you players to freely discuss and improve on.

The all new order that will stop all these potentially devastating antics is now available to governors of colonies of all sizes. The order is called the Contraception Rating and effects all reproducing life forms in your colony. The format is as follows:-
CR (x) - Where (X) is the reduction percentage in the birth rate.
e.g.
CR 20 - Will give you a birth rate of 80% of the normal birth rate i.e. 20% reduction due to contraception.
CR 100 - Total cessation of reproduction.
CR 0 - Normal reproduction levels.

In order not to provide a predictable route for RIP ambushes, all those normally forbidden entry to the Empire, may use any available Space Square in the Lower Right Quadrant of Dryad (173) or Teller (147) excepting those Space Squares containing planets or gas giants. This freedom of movement being available as long as the Wormhole terminates at 1853 in the Teller (147) system.

Message from the IMP Offices Jax: Concerning Titan.
In order to prevent the BHD removing a ground party from the newly claimed System Titan, the IMP have declared the planet Mnemosyne a restricted zone. The planet has been blockaded and all Brotherhood ships will be shot at on site. This will cease when the ground party surrenders to the IMP authorities.
New items to research.
Players have often told me that there are many planets in the game that have excellent special complex resources but nobody would ever build a colony there due to poor GPI results and asked if anything could be done to improve this situation and allow exploitation of the natural resources. Up until now the answer has been no except under a few special exceptions. This is now a thing of the past thanks to some remodelling of the way in which outposts are recorded. You will also notice a slight difference on the colony printout that now states whether there are labs or mines at an outpost. When transacting with an outpost, the correct type (mine or lab) will be automatically removed or added. BIOCHEMISTS - ITEM 221 - (2MU)
These specialists are the elite of the science officers. Their job is to find and exploit sources on alien worlds. They are used in the construction of field labs but may be used in the field to allow collection of up to 1mu of any item per special action that would normally only be produced in special complexes. It is not easy to train these people as first a biochemical database needs to be produced (1500 research points). After this project the Biochemists are built in factories (actually their testing equipment is) from 1mu mets and 50 research points (the life form is assumed to be added).
FIELD LAB - ITEM 209 - (200 MU's)
This item is basically a self contained miniature colony. They are set up in exactly the same way a mining outpost is but a special action is needed to establish the type of resource that is to be exploited. The rate of exploitation is 10% of that normally produced by a colony special complex. The outpost is limited to twenty labs or the maximum number of special complexes whichever is smaller. The outpost can only be set to produce items found in the region but each region can have an outpost. This is a 5000 point research project. Production required 200 metals, 10 fissionables and 2 biochemists.
Once established a field lab outpost is exactly the same as a mining outpost i.e. there is no need for special actions to interact with it. A field lab working at full output will be the equivalent to two special complexes (20 labs) or 10% of special complex production, if the maximum number of complexes is less than 20. Field labs have no other production except that which is available from the region. Obviously if more of an item is required then more field lab outposts can be set up in other regions of the same type, if applicable. In some cases it may not be appropriate to allow field lab outposts production of certain items. One other point, in terms of re programming etc. A few scientists will not resist an armed ship and if the outpost meant so much to the affiliation then they would have left an armed ground party with it etc...

Due to the launch of the new football game and still waiting for an acceptable person to fill the inputting vacancy, things may get a little chaotic over the next fortnight while I am away sunning myself on the Turkish beaches watching... ahem. GM Markets
Yes those bastions of improbable buying and selling power MAY soon come under the eye of the GM. This will be as part of the game shift away from GM controlled factions. The idea is that by now there are numerous player controlled colonies of class 5 and above that are being severely neglected due to the superb prices offered by GM colonies. Now that Market Receivers are in the game, there is little excuse for not knowing a market. The first part will probably be a reduction in the buying prices of Thorn and Hypso by around 10%. This will be some time in the future though so you still have some time to off-load all that pulac and luxury goods. Just as a point of interest
for the forum discussion page, how do you think it would effect the game if the markets were severely reduced at GM colonies. It's back to that fine line, between improving trade between colonies and hampering expansion and growth of colonies.

*********Space Battles*********
The Plague system was awash with photon fire as the RIP sever all ties with the Confederacy and capture an unspecified number of Brotherhood ships.
This action raised some peculiar questions. Are all space battles considered simultaneous, and if not which are run first and which later. In the past it has been run such that the battle in the space square is run first then all ships moving into orbit join those already waiting to fight for another one. The question raised was what happens if those in the orbit wanted to attack those in the space square, why can some ships after one fight in space have another against a colony as they are hard enough to defend as it is and if the attacking force in orbit wasn't boosted by those stopped in space the outcome would have been different as the colony would have had a second battle etc. etc.... As you can see lots of discrepancies and huge grey areas for exploitation by merciless players. I will run them simultaneously, process all orders then run other battle checks. As in the past though, I will restrict positions to one battle per location.
*********Other News*********
Market Receivers (Item 157, 2mu, used from main functional section).
In the interest of trade I have made amendments to the program allowing these devices to be used. They can be bought from Balmoral for a costly sum but allow a ship to receive the market report of any colony in the game for 20TU''s without actually having to travel to the location. I have had to change the date formed and the colony class to the starport scan instead to avoid abuse. The market message is also received so it may be wise to adjust them.
Ship Upgrades
There is a slight flaw in the program allowing undersized colonies to make use of ship yards. This is a simple problem to fix but as some may be making use of this, I will give you until the end of October to put matters straight. At which time should your colony fall below the necessary class, ships will not be able to upgrade (the ship yards will not be lost though).
Captain Ranks
A few PD's have asked why it takes a special action to achieve ranks above Vice Admiral. The reason is at this point it becomes more than a question of time, more of effort . A captain of a merchant vessel cannot be promoted above Vice Admiral unless his turn number is over 100 showing that he has put in the necessary time and effort. Captains of warships can only be promoted on the successful results of a battle in which they participated.

One of the first rules of space navigation is that if you are a lone ship transporting goods and the systems you are transporting goods though is unsecured, vary your routes. Never, ever take the same route back. This little tip was run home to the SMS Lightning (a dreadnought no less) being used as a transporter. Having been located by the pirates the week before it was surrounded and would would have been attacked had not the captain issued orders to move. There was a sigh of relief as it reached its destination and made various transactions. Taking off it then proceeded to take the same route but in reverse. The pirates were waiting. Unfortunately for both the captain and the pirates boarding was narrowly missed as the ship exploded into thousands of fragments. Rumour has it that it was carrying a consignment of the valuable SMS mines.

Those of you on the net may have heard rumours of a proposed improvement to the trading aspect to the game. To confirm rumours there have been three proposals issued and I am now looking to do a feasibility study. The reason for this is to avoid another SSL road show that took a lot of programming and was never actually used. If you were concerned that this would set back the battle program, the answer is no. I have a hell of a lot of work still to do just sorting out all the basics that will need programming in the first place. Anyway back to trading. Here I present one of them, this is solely for colonies.
The basis for this is the assumption that the galaxy has a number of traders who are unaligned and are either travelling though the periphery or just just trading between the colonies (what happens to those ships that mutiny etc..you get the picture). These traders will stop at the colony and offer deals to the governor assuming he is in office. These traders will make a number of offers that can be taken up, rejected or ignored by the governor.
The colony would receive up to about 3 (exact figure not decided) times the colony starport class in deals per printout (this is when the governor is in office or has found time to deal with traders). These may replace deals that have been rejected of fill gaps in deals that have either been accepted or run out of time. The deals would read as a list:-
DEAL
ITEM
ITEM NUMBER
TRANSACTION TYPE
NUMBER
PRICE
DEADLINE
1
Un. FACTORIES
26
BUYING
3
12000
35

26
SELLING
2
13000
36
3
VETERANS
111
SELLING

32
The colony order would be Accept offer, Offer Number, Quantity
e.g. AO 1 3 This sells three untooled factories to the traders.
or AO 1 0 This rejects offer number one.
The reason for the dead-line is to give the governor time to either find the stellars of to find the item that is wanted. If the offer is only partially accepted, the rest may be lost (not sure yet). The point to all this is if it is worth the effort. I need lots of feed back first. Please could all colony governors tag a little note in the special action box on their next colony orders (you will not be charged, don't worry) Your current print out frequency (PF). Your likely PF with the improvement. Your current average number of orders per PF. Your likely number of orders per PF. The main idea is that there is more for the larger colonies to do and even the smaller ones will gain something without having to have it delivered.

Rumour has it that the GTT have developed a military item that can camouflage a ship against the background of a star. Trials are believed to be very successful as nobody can find the fleet painted with it.

Message from the Confederacy
With immediate effect. All non-Confederate assets, on the planet Nirvana, in the Skord system are hereby claimed by the CIA. This action is undertaken within the terms of the Confederacy/Kastorian Treaty, all non-confederate affiliations are required to stay clear of this planet.
New Systems
Yep that's right, the rumours are correct, I am currently working on new systems to be added to the game to allow for the expansion of the empires. I have been meaning to do this for some time but pressures of long term disputes that were in the game before I took over are now only just beginning to be settled (some never will!). I hope to add all sorts of galactic phenomena and already have drawn plans for planetary nebula, T Tauri stars as well as a connected binary. These systems will appear as and when they have been finished or according to the various scenarios that are being played out. Some should bridge the gap between Kastor and Straddle with a multiple jump connecting the current systems with the new ones. Other systems will need to be researched or discovered by investigating the ruins of ancient civilisations (still lots of thoughts on this). No doubt there will be a Huge war as every affiliation claims the systems in the name of their factions. This should give the new players important roles in the game as the race is on to find the new lands. I will keep you posted as to the systems open to everybody.
Unfortunately this work is very slow as individual sectors have to be plotted for each planet along with all the rest of the necessary information.
