[OOC: Assume the DTR laws to be similar to those of any nation. The laws presented below are only an adaption to reflect game mechanisms but in the game they are valid.]

DTR TERRITORIAL LAW

Article 1 - Territory of the Detinus Republic

1. The territory of the DTR comprises of all star systems or parts thereof claimed on behalf of the DTR, all space squares holding a DTR space station and all ground sectors holding a DTR installation.
2. Installations include colonies, ouposts and field labs. Space stations are counted as colonies.
3. The Detinus Republic is the proprietor of all artifacts, derelicts and exploitable resources in DTR territory except for the resources produced at other colonies, outposts and field labs.

Article 2 - Access

1. All starships and ground parties may freely enter territory claimed by the DTR and travel, trade and explore at will within the confines of DTR law. This right explicitly does not extend to RIP positions, positions posted by the DTR and IND positions who have failed to register with the DTR.
2. All positions in DTR territory are subject to DTR jurisdiction.
3. All information gained in DTR territory must be made available to the DTR upon request.

Article 3 - Colonies

1. To be legally present in DTR territory colonies require a permit from the DTR Speaker or the DTR Internal Minister. The permit can include restrictions, taxes and other obligations and can be revoked if these are not observed.
2. Illegal colonies can be posted.

Article 4 - Outposts and Field Labs

1. Outposts must be registered with the DTR. The owner of an unregistered outpost cannot demand a compensation if items or resources are removed from the outpost or if the outpost is seized.
2. The owner of an outpost automatically is the proprietor of all ore produced by the outpost.
3. Field labs are treated as outposts.
4. The DTR shall not pass on such registry information to anybody except the outpost owner and his affiliation.

Article 5 - Bylaws

1. The owner of an installation has the right to set and enforce bylaws.
2. All bylaws, whether new or modifications of existing bylaws, must first be approved by the DTR Speaker or DTR Internal Minister. Bylaws will come into effect the week after obtaining DTR approval.
3. This right is applicable to the immediate perimeter of an installation, including the starport of a colony, and the ground sector of an installation. It can never include orbits or space squares.
4. The presence of an installation and the right to set bylaws, the registration of an outpost or field lab with the DTR or the permission to build an installation in DTR territory does not remove the DTR claim to the territory in question.

Article 6 - Restricted Territories

1. If the security of the state is at stake the DTR Senate can declare any part of their territory to be a Restricted Area at any time.
2. The starports of all DTR colonies and space stations are Restricted Areas unless the colony's market message indicates otherwise.
3. Presence in a Restricted Area is illegal under Article 12 of the Penal Law for all positions except those of the DTR unless they have an explicit permission from the DTR Speaker, the DTR Internal Minister or the DTR Defence Minister. In the case of colony starports the colony governor can also issue a landing permission at his colony.
4. The DTR shall maintain a list of Restricted Territories (see appendix A) which must be made accessible to the general public for reference. Changes to this list shall be announced in public.

Appendix A/Territorial Law: Restricted Territories

The following areas are Restricted Territories (see Article 6 Territorial Law) until further notice:
- All colony starports unless otherwise stated in the market message;
- Venice system, space square 2654 and all celestial bodies in that area;
- T.Tauri system, space square 2056 and all celestial bodies in that area.

DTR MARTIAL TERRITORIAL LAW

Article 1 - Application

1. If the DTR has insufficient control over a star system claimed on behalf of the DTR the DTR Speaker can place the entire system under Martial Territorial Law. This is also applicable to newly discovered star systems until the DTR has built a sufficient local power base to secure the system.
2. Martial Territorial Law status shall be indicated by means of a comm sat message broadcast throughout the system in question and, where applicable, by a warning message to the general public.

Article 2 - Martial Law status

Systems under Martial Territorial Law are governed by the DTR Defence Minister in precedence over the DTR Internal Minister. The DTR Stellar Armada doubles as a police force and has all executive rights.

Article 3 - Entry restrictions

1. Positions except those of the DTR require a permission to enter a Restricted Territory. All positions found to operate without permission in a system under Martial Territorial Law will be posted.
2. An entry permission can be issued by the DTR Speaker or the DTR Defence Minister. It can be issued to whole affiliations or individual ships and may be limited to a specified time period.
3. The entry permission for individual starships is voided with immediate effect if they change their affiliation or upgrade to another class. For IND positions change of ownership is treated like a change of affiliation.

DTR PENAL LAW

Article 1 - Criminal procedure

1. The combined judiciary of the DTR is represented by the DTR Magistrate. His office is to judge legal issues of all kind, to produce statements and legal analyses upon request and to provide legal guidance and advice to all DTR citizens and to the legislative.
2. The DTR Magistrate is exclusively bound to the Constitution and laws of the DTR.
3. In a criminal case brought before the Magistrate by the Public Prosecution Authorities the verdict is to be informed about the trial and must be given an opportunity to speak in his defence.
4. As a result of the trial the verdict can be acquitted of the charge or be found guilty of violating DTR law; in the latter case he shall be fined or posted in accordance with the law. The outcome of the trial and the reasons shall be announced to the general public.

Article 2 - DTR Public Prosecution Authorities

1. The DTR Public Prosecution Authorities are to prepare a legal response to any breach of DTR law, be it deliberate or by recklessness or negligence, by action or omission.
2. The Public Prosecution Authorities shall investigate possible violations of DTR law in order to uncover the truth and present their findings to the Magistrate for trial if appropriate. They are not entitled to judge the case nor to take punitive action against possible offenders.

Article 3 - Fines

1. Fines are to be paid to the political account of the DTR Speaker. They may be paid on behalf of the fined position by any position of their affiliation except for IND positions who must pay their own fines themselves.
2. If a fine is not paid within a proscribed period the DTR will post the offending position until the fine has been paid.

Article 4 - Posting

1. Positions that have been posted by the DTR are considered to be enemies of the state. Every DTR position may attack a posted position at any time. The DTR Stellar Armada has standing orders to engage all DTR posted positions on sight unless ordered otherwise.
2. Posted positions or positions that support or defend a posted position in a fight with DTR positions cannot demand a compensation for damage received in battle.
3. Posting a position also revokes all mutual treaties between the DTR and said position unless explicitly stated otherwise by the DTR.

Article 5 - Attacks against the DTR

Positions that attack DTR positions or support such an attack will be posted.

Article 6 - Murder and abuse

1. Any position found guilty of abusing sentient lifeforms is fined up to 500,000 Stellars. Abuse of sentient lifeforms includes, but is not restricted to,
a) harmful exploration/scientific actions;
b) insufficient hospital coverage, shelter or food provided to colonists.
In the case of b) above a reiterated breach of law is assumed after 4 weeks.
2. Severe cases of abuse, especially if they lead to death, and intentional murder are punished with posting.

Article 7 - Banned items

1. The following items are banned. They may not be produced in, imported into or transported through or be owned by any position in DTR territory:
a) Chemical Weapons (245)
b) Nerve Gas (274)
c) Pleasure Slaves (7)
d) Workslaves (5)
2. Transgressors shall be posted. In minor cases they shall be fined 100,000 to 500,000 Stellars.
3. Banned items must be handed over to the DTR immediately. Failure to comply warrants posting in order to seize them by force.
4. The DTR Speaker can temporarily authorise positions to hold banned items in order to free slaves, dispose of items or otherwise deal with them according to their nature and in accordance with DTR law.

Article 8 - Piracy

1. Piracy is defined as any attempt to seize other property using naval weapons or armed ground forces to overcome resistance. All positions with a RIP registration have been found guilty of piracy by the EEM and are automatically considered pirates. Pirates other than RIP are posted; in addition the DTR is in a constant state of war with all RIP positions.
2. Positions found to deliberately support pirates without qualifying themselves as pirates in the act are fined 5,000 to 150,000 Stellars or, in extreme cases, posted. This includes positions who fail to engage positions with a RIP designation upon encountering them in DTR space without good reason.

Article 9 - Theft

1. Unauthorised removal of other items or failure to return stolen goods on demand from the rightful owner is fined 1,000 to 150,000 Stellars.
2. The DTR explicitly authorises the removal of resources from DTR space which are available in unlimited supply, provided that no other law is violated in the process.

Article 10 - Recklessness

1. Reckless or grossly negligent behaviour is punishable if it poses a danger to the life or welfare of sentient beings or endangers other commodities of value. Depending on the circumstances of the offence the offender is fined 1,000 to 300,000 Stellars.
2. In extremely grave cases fines of at least 200,000 Stellars or posting of the offending position can occur. Extremely grave cases include, but are not limited to, unauthorised actions that threaten to take a heavy and/or irreversible negative effect on:
a) an ecosystem;
b) the security of the DTR;
c) an alien artefact.
3. Compensation claims are not substituted or otherwise affected by a fine.

Article 11 - Contraband

1. The DTR shall maintain a list of items (see appendices A and B) which are restricted in DTR territory due to inherent dangers or other reasons. Unless an explicit permission from the DTR Speaker or the DTR Internal Minister has been obtained the same restrictions apply as mentioned in Article 7 (Banned Items) under paragraphs 1 and 3.
2. Transgressors are fined the amount specified for individual items in the appendices times the mass units involved plus a base 1,000 to 10,000 Stellars.
3. The DTR shall confiscate the items for storage, use or disposal in accordance with the law.
4. Changes to the list of restricted items (appendix A) shall be treated as and be subject to the same procedures as a change to this law; changes to the list of illegal drugs (appendix B) only require the consent of the DTR Speaker, the DTR Magistrate and the DTR Surgeon General.

Article 12 - Espionage

1. No position except those of the DTR may have an agent at a DTR colony without the consent of the colony owner. Transgressors will be fined 30,000 to 150,000 Stellars; in severe cases they can be posted.
2. It is illegal for all positions except those of the DTR to enter a Restricted Area (see Article 6 of the Territorial Law); this also includes the omission to immediately leave a Restricted Area at the first opportunity. Trespassers are fined 150,000 to 300,000 Stellars or are posted.
3. Other colonies may not have a system array or similar installation in DTR territory or be fined 50,000 to 100,000 Stellars each week.

Article 13 - Cloaking

Cloaking, by means of a cloaking device or otherwise, is prohibited in DTR space unless a permission was obtained from the DTR Speaker, the DTR Internal Minister or the DTR Defence Minister. Transgressors will be fined 50,000 to 200,000 Stellars.

Article 14 - Independent Positions

IND positions may not enter DTR space unless they have registered themselves with the DTR authorities (see Article 2 1. of the Territorial Law). For unregistered IND positions all DTR space is treated as Restricted Territory.

Article 15 - Reports to the DTR

All positions in DTR space are obliged to report any fact of obvious importance to the DTR. This includes the finding of a hitherto unknown sentient species, alien artefacts or proof that DTR law has been violated. Failure to inform the DTR is fined between 1,000 and 100,000 Stellars unless another Article of this law has been violated in the same act or omission.

Appendix A/Penal Law: Restricted Items

The following items and substances have been declared Restricted Items with regards to Article 11 of the Penal Law. This list automatically also includes all substances listed in appendix B, Illegal Drugs. Sentient lifeforms on this list are not considered to be items by the DTR, nor are their basic rights revoked. Their presence on this list reflects the disdain of the DTR for the creation of artificial species. Sentient lifeform can never be owned or used as items and may move about freely in DTR space, i.e. hire transportation. However, since they cannot organically reproduce their "production", either by themselves or by a third party, is illegal under Article 11 of the Penal Law.
