With effect from the date of the re-opening of the wormhole in London in the Darkfold group of systems, it has been decreed that the levy placed on transit through star sector 8-51 of the Crossley system(99) shall be waived. It should be noted that this is a temporary measure and the levy may be reinstated at any time for any reason for any group, individual, affiliation or nation when decided by the Clan Council.
It should also be noted that this does not excuse those who still owe various sums to the Council for transit. These shall be pursued through normal channels.

Falconian Law Part 2 of 2

f) Not to enter systems or orbits that aliens are banned from by the Falconians. Such an action may cause attack , mistrust or removal of colonial charter.

g) Not force sentient races into slavery, nor transport slaves, nor possess slaves of any kind.

h) Not aid, abet, assist, or trade with any publicly stated enemies of the Empire.

i) Not fail to report to the Commander the sighting of any position posted by the Empire.

j) Not possess, research, or produce chemical, biological, or bacteriological weapons without permission of the Commander.

k) Not cause agents to be placed in colonies belonging to the Empire, nor scout the ground defences of colonies belonging to the Empire.

l) Not ignore any edict or restriction issued by the Empire.

m) Abide by any official Treaty made by the Empire with any group within the Empire as such Treaties shall carry full weight of Colonial Law.

n) Never, for any reason, within or without of the Empire, attack a ship, colony or ground party of the Empire.

o) Not cause, by negligence or other reason, citizens under your charge to go without food or water.

p) Not possess, use or produce any drugs without the consent of the Commander.

q) (Who doesn't know his alphabet? [ed]).

r) The Falconian Empire will not allow warships to enter the Empire. Ships carrying more than 25% weapons in any section without the consent of the Commander will be posted as an invasion force. The Falconians include Sensors into the 25% equation. Such consent will only be given if the owner of the warship contacts the Commander 2 weeks BEFORE the ship/ships enter FCN Space.

s) The Commander can for any reason (military , medical or politically) to place a blockade around a planet. Ships on the said planet are to be boarded and confined to the space square. Resistance to this will cause an attack. Any ships violating these orbits will be fired upon.

t) It is illegal to interfere or transport alien technology, races and/or artifacts without the consent of the Commander (alien is classified as a race residing in Acropolis which is not part of your affiliation)

u) It is illegal to land on the surface of a planet that is blessed with a Falconian colony but landing in the Starport is allowed.

v) ANY affiliation found with a ground party or outpost on a planet that is blessed with a Falconian colony may be attacked and their charter will be placed in question.

w) All Affiliations are placed on an equal footing in the Falconian Empire and actions outside the Empire do not concern us either - unless they involve Falconian positions/allies

x) All Exploration results with regards to Falconian Space MUST be sent to the Emperor.

y) If any alien species is found in the Falconian systems ALL affiliations MUST register their contact with this species within 3 weeks of the encounter. If this is found not to have been sent or not received within the time limit the Falconians can ask for a reason as such and demand compensation of no less than 100,000 Stellars in goods or services.

z) The Falconians are the sole Arbitrators of any dispute between two parties within the Falconian systems and the Commanders decision is regarded binding to both parties no matter there situation.

The following Items are banned from Acropolis :
Jammers, Work Slaves, Pleasure Slaves, Chemical Weapons, Chemicals, Nerve Gas Weapons, Nerve Gas, Korondite, Cloaking Devices and Pulsar Beams.
In the event of a party wishing to bring in such items they must ask the Commander.

Permits:- These are the permits available to a Colonial Chartered Affiliation at the time of writing :

Enforcer Permits :- In the event of an unchartered Affiliation forming outposts, colonies or ships in the Empire any chartered affiliation may request the right to "remove" the outpost, colony or ship. These may be revoked with 1 weeks notice given i.e. end of the following Game week.

Colony Permits :- In the event of a Colonial Chartered Affiliation requesting to place a Colony in Falconian Space the party requesting the position must fill out a Colonial Application Form. Which will be sent to them when the Affiliation first requests the Site. Once the Form is filled in and returned to the Commander the case will be reviewed and a verdict to allow or refuse the colony will be given.

Travel Permits :- This is the Visa which all Colonial Chartered Affiliations ships have. This allows them to enter FCN space and orbit the following worlds/moons:

Falconia (1148), Flaxian (3031)*, Aeriana (2139)*, Kryllian (1751)*, Croaden (2734)*

Those marked with an * are the only places in the system that may be explored in any way by those holding Explorer Permits. Any Alien Government having been Granted a colony on Kryllian may proceed with the setting up of the colony at their leisure. Any Ships/GP's/Outposts found on any other planetary body will be viewed as trespassing.

Explorer Permits :- These give the Ship/GP the right to explore those planets that the Emperor has deemed open to exploration. Only Ships/GP's carrying Exploration Permits can carry the following items: GPI, Biolabs and Physics Labs.

The Year 198 State of the Confederacy Address By the Confederate Consul. My fellow Confederates, I recently celebrated my first year as Consul, a year in which together we have transformed the Confederacy into the most effective and co-ordinated military power in the know galaxy! We have cleared our space of the undesirable and untrustworthy DEN, we now control access to the Wormhole, our colonies are secure, and our Warfleets - "Rolling Thunder" and "White Lightening" strike deep into Imperial space with impunity. In Week 4 of 197 the Imperials, backed up by the nefarious FET, entered the Francoise system in force and following a bloody battle ran for home, they have not been back since! Instead, the so called mighty Imperial Stellar Patrol skulks around its core systems, not daring even to challenge our incursions, and whilst it and the Frontier Patrol Group lie idle we will continue to invade Imperial territory, to seek out and destroy their ships and colonies, to bring fear and confusion to our enemies and to fight for the restoration of Samuel to the Imperial Throne! Over the last year the Confederacy has grown and expanded its operations at an unprecedented rate, due in no small measure to the dedication of not just the political staff, Kommisar Jacques De Molay, CinC Colonial Services Lord Davis and CinC Fleet Operations Admiral Curtis Le May , but also to all the hard work and effort put in by you - Citenzens of the Confederacy. I thank you for your support and endeavours, with your continued help we shall make the coming year even greater than 197! Let us also not forget the courage and sacrifice of the ships and crews we have lost, notably those of the Ranger Flight volunteers, who risk all on intelligence missions into Imperial space, and the tragic loss of the Battleship Frate over FET Yokosuka. Whilst we mourn for their loss be heartened by the fact that they died well, and in the service of Samuel, fighting in his cause against the tyranny and corruption of the usurper Jasil. I salute the dedication and bravery of "Rolling Thunder" and "White Lightening" crews, well deserved reward from a grateful Confederacy. For they have brought us victory after victory, as the record clearly shows -
WK 4.197 - Major Imperial incursion into the Francoise System. CNF, CIA and BHD forces engaged 17 IMP and FET Ship of the Lines (SOLs). Unfortunately the CIA Runner Nidaros, BHD Templar Celestial Horizons and CNF Frigate Kurgo were destroyed but the Imperial Flagship Prince Lysander was captured and the Imperial forces routed! Three CNF Ships intercepted two SMS ships in the Francoise System. The Patrol Cruiser Warrior Hawk escaped, but the SMS Indiaman Harlequin II was destroyed by a salvo from the CNF Battleship Frate.
WK 8.197 - The CNF Yacht Venture is engaged by 3 Flagritz Baseships and a Colony! The most notable thing about this combat is that two of the Baseships ran away!!!!!!
WK 9.147 - CNF Frigate Drogue involved in a minor skirmish with a couple of RIP Ships. No damage was suffered, the two AFT ships that were also there were not so lucky.
WK 19.97 Two CNF ships attack and derelict the DEN Trader Jack of Diamonds in the London System.
WK 20. 97 - The Jack of Diamonds is boarded, two Stargate Keys confiscated and the remains of the crew sent for dissection.
WK 29.197 - Rolling Thunder sees its first action of the year intercepting and destroying two IMP SoLs, Mobius One(483) and Star Knight(3632) in the Audrey System.
WK 30.197 - Rolling Thunder follows up last weeks successful attack by destroying a FET SoL, Scarletfalcon(4955), in Dorn. Unfortunately another two SoLs run before Rolling Thunder can reach them
WK 33.197 - The CNF Battleship Meteor attacks and heavily damages the IMP Belter Mano Rosso (1318) in the Titan System.
WK 34.197 - To the great embarrassment of the FET two ships belonging to their Space Defence (Lack of) VP, the SoL IWC Darkside (3702) and PC IWC Alliance (2904) are destroyed by Rolling Thunder.
CNF Yacht Ranger 5 is destroyed by a couple of FET SoLs wasting 30 MUs of Moxa in the process.
WK 38.197 - Rolling Thunder changes tactics and in revenge for the destruction of an unarmed yacht CinC Fleet Ops authorises "Operation Payback" Rolling Thunder devastates the FET colony Yokusuka in the Blowton System after the colony opens fire. The FET colony is left totally defenceless (and is subsequently captured by the RIP).
WK 39.197 - CNF Yacht Ranger 1 gate crashes a convention of IMP Admirals in Blagard. This encounter so worries the ISP they decide to impose an exclusion zone around Windward.
WK 47.197 - In a daring commando style raid CNF ground forces attack and board an IMP Deep Explorer while it is landed carrying out exploration. The DE is stolen right from under Imperial noses.
WK 48.197 - Rolling Thunder catches a couple of SoLs and a PC out RIP hunting after they also target a Ranger Flight. The FET SoL Yamashiro(297) and the IMP PC March Harrier(4115) are destroyed. The IMP SoL Tolstoi gets away but is heavily damaged. In the first operation for the Confederacy's second strike force "White Lightning" two FET ships, the Deep Explorer Golden Eagle and Surveyor Intrepid Venturer are heavily damaged.
WK 1.198 - Starting the New Year with a Bang - three IMP ships Omega Star(1764), Excelbior(2650) & Stellar Eagle(4964) are destroyed by Rolling Thunder in the Blagard System.
WK 2. 198 - Rolling Thunder holds position in Blagard, and even though they are in the heart of Imperial territory there is no sign of the ISP. . .

And so the weeks progress, the number of our warships and freighters increases, our colonies thrive and
prosper and the galaxy fears our might! Long live the Confederacy! Long Live Samuel!
